The frame does. The Core — cameras, board, cell, display engine — is built to outlive several frames, and comes back to us to be stripped for parts when it finally dies.

Yes. A light on the outside of the brow is wired to the cameras and can’t be switched off in software. Light off means nothing is being recorded.

To your phone over Bluetooth LE, and nowhere else unless you send them somewhere. There is no cloud account, and nothing on board recognises faces.
